Rwy 3: climb on heading 036° to 1700 before proceeding on course. Rwy 10: climb on heading 104° to 1200 before proceeding on course. Rwy 21: climb on heading 216° to 900 before proceeding on course. Rwy 28: climb on heading 284° to 1600 before proceeding on course. VCOA Rwys 3, 28: obtain ATC approval for VCOA when requesting IFR clearance.
